Classic case of not raising enough?

This happened at a 50/50 NLHE tournament on poker stars.
Should I have check/folded the river? Raised more pre-flop? Been tipped off by the check/calls? This kind of hand seems to be the hardest to play.

Seat 6: Villain2 (5200 in chips)

Seat 9: Folds (1185 in chips)

Villain1: posts big blind 60

Looking back, it seems that 1/3 is a very light bet, especially considering the 9 and 10 of hearts on the flop.

Bet the pot on the flop, but once he hit that 7 he's not going anywhere.
