Blinds preflop strategy?

One of the weaknesses of my game (I think) is playing the blinds (in Limit games). Most of the guidelines I have found for playing hands preflop only mention 'early position', 'middle position', and 'late position'. Since early position is the 4 spots (?) to the left of the button, shouldn't you be able to play more hands when in the small or big blind due to the fact that you already have chips in the pot? Why isn't this fact ever taken into account when giving a preflop strategy?

I am curious as to what hands (in general) would normally be worth calling with the small blind, and what hands would be worth calling a raise with in the big blind. Is there any thing on this subject in any poker books?
