When the exchange rate is $1 US for $.80 Canadian, why would any site lose about $.20 per dollar

As for taking Canadian $$$, all sites that I've played on do, they just give you the exchange rate and let you go from there. So a $50 deposit gives you a balance of approx. $40.07.
I forsee a future of the OP rolling Canadian quarters into rolls , bringing them to the US, and cackling while making scheming evil mastermind motions with his fingers if he gets away with it.
