I think these are the standard definitions:

micro: up to 50c big blinds
low: $1-$5 big blinds
mid: $10-$50 big blinds
high: $100 or more big blinds

I mean I don't really know myself, but I'd say that 5-10 NL is definitely high stakes.

myself I play low limit tournaments right now. 5 rebuys, some 10r's and mostly 5,10 and 20 dollar FO's

Off topic, but I talked to a guy on the east coast who claims he makes a living at 25NL. So, depending on local prices and costs, and on your standard of living, I guess you CAN be a pro playing the micros (as micros are defined here).
